Steering wheel vibration on Solara 99

Hi,

I'm Henry Lee and I have steering wheel vibration on my 99 solara.
Woudl appreciate any help. Thank you in advance.

I recently have a brake job done on the front (new pads & flush).

After a couple months, steering wheel would violently shake at hwy speed (70mph).
It only occur when travel at 70mph for 20 minutes.
The vibration got worse when slow down or gentle braking.
Note, the vibration is felt in the steering wheel not from the brake pedal.

So I replaced all 4 new tires and got wheel balance check and rechecked.
The vibration is reduced some what, but still there (very strong). Done by discount tire

So I replaced both front calipers and rotors and pads. Done by Lamb's auto service.

The problem still persists.

The technician suggested that I should replace the rear rotor too.

I am not sure if the rear rotor would be a possible cause.

I am looking for
1. any suggestion on possible root cause.
2. Confirmation if the rear rotor would cause vibration in the steering wheel (don't feel anything from the back though)
3. recommendation for next step.
