2001 Toyota Tachoma 3.4 L extra cab 4x4 p0440

Hello,
I have an 01 tachoma with p0440 on. the system had one bad solenoid which i replaced there are no leaks in the system and i have checked the other two solenoids, one i can turn on and off with the scan tool, the other has battery voltage and if i apply ground to it it opens. any ideas?

440 is usually an evap leak. Are there any other codes besides the 440?
It's possible that the valve might be clicking but not moving.
You should apply vaccum to the VSV and then test it with the scan tool and see if the vaccum drops on the gauge.

Which vacuum switching valves have you already replaced?

the one from between the canister and the air filter box has been replaced. the purge sol next to it on the left fender well opens when i tell it to with the scan tool and the one on the canister i can blow thru when i energize it. i pressurized the system and there are no leaks. it has a vacuum operated vent that could be leaking, it is a tough system to diagnose, alldata does not have a lot of info on exactly how it works.
