gen 7 93 camryl le failed emissions for the second time?!

I have had an emissions done on my car last year(failed) and the problem was high nitrogen oxide and I had gotten a new catalytic converter and it passed emissions. Now, for the second time it has failed again for the same problem (high NO reading)!! What should I do? I just recently had an oil change, new water pump and timing belt; what could be the problem? Someone please help!!!!
