i have 16s on my 07 tacoma and want to go bigger.how large can i safely go with out a lift?

TIRE SIZE is whats going to be the issue.Not rim size...You could put 22"s on there if you used a low enough tire profile.
33" is prolly the largest with out a lift.

low profile

ok.i like off road tires(i have bfg all terrains now)and it seems most low profile tires are more city.are there many good off road low profile tires out there?

I don't know of any low profile off road tires. Just put 33 x 10.5 on your 16" rims. It will give you 2 more inches of ground clearance. Lots of hunters around here go with that size on thier Tacoma 4x4's. It will decrease your mileage and throw your speedo off though.
