WOT 3,000 rpm

i'm working on a 95 4runner,3.0,auto,2x. on wide open throttle it will go to 3,000 rpm and sit there. If you back off, the rpm will climb.( makes it tuff to get into traffic) no codes found,thought tps. replaced, still doing the same thing. runs strong up to 3,000 then falls flat on it's face unless you back off a little. same under auto shift or manual shift. will try fuel filter. thanks for any help
