Radiator fan cycling on at off

2006 Matrix.....Just wondered if it was normal for the left fan to cycle
on and off even with a cool engine, we're talking every 2-3 minutes,
stays on for maybe 10-15 seconds...........this is a cool engine at idle
in park.

It is difficult to provide a definitive answer without knowing the ambient
air temperature, coolant temperature, and whether the air conditioning
compressor is engaged or not.

The cooling fan will cycle on at a certain coolant temperature

The fan(s) cycle individually as needed when the engine coolant reaches 205
degrees. If the A/C is running, the fan(s) will also cycle based on either
high side refrigerant pressure or condenser temperature. Also, the A/C
compressor runs with the selector lever in DEFROST
