The only reason you've seen these 'horror stories' on message boards is
because no one ever posts instances when they are able to find competent
technicians and have their evap problems fixed succesfully. Many people
refuse to pay any money to actually have their cars sytems diagnosed,
instead turning to boards like these hoping for a cheap easy fix. Then,
when (suprise!) they are on their 3rd replacement part and the problem
isn't fixed, they start complaining that it cost close to $1000 to fix a
$200 problem. This vocal minority is causing you to blow your problem out
of proportion. Every Toyota dealer has the equipment and the info to fix
these problems, and most do it with ease. These are not uncommon failure
codes, after all.
You will pay a little more when you go to a dealer, but your only other
option is finding a very good independent tech on your own, a prospect that
to some make spending the extra cash at the dealer worth the smaller
headache. However, the bottom line is that you need to find someone that
is competent with your Toyota to perform actual tests on the system with
which you are having problems.

And people wonder why I like the older ones better...Check engine light?
Throw a $28 O2 Sensor at it, lights out!!! ;)
