Just replaced starter on 93 Camry, but still won’t turn over

I just repalced the starter on my 93 Toyota Camry LE. Upon replacing
it, the car started just fine and would continue to do so for about a
week. Then one time after having started it earlier that morning, the
car would not turn over.

If I turn the key, it sounds like the something is turning and I feel
the car move like it is trying to start, but never makes that last
click to turn the engine over. (I hope this makes sense).

The starter sounds like it is turning, but thats all I am hearing. I
can hold the key in the start position for some time, and something
starts to turn, but the engine never cranks.

I checked the alternator and according to the tester at the local auto
shop, that is fine. I replaced the battery and starter.

Any ideas on what could be causing this? I also replaced the battery
cables because they were worn out.

go to basics, get two jumper cables straight from a known good battery to
the starter. that way you can eliminate leads /battery.

my guess from your description is that the battery is flat

It's usually a loose cable. Here's what I would do.
1. Check every connection, especially to your battery and starter. Remove
each, burnish the ends with a wire brush and reconnect.
2. Get a voltmeter ($5 or $10 at the parts store) and test your battery. If
it reads less than 12 volts, charge it.
3. Start that baby up and drive into the sunset.

Perhaps the teeth are gone on the flywheel? When you took old starter out
did you see metal liffings or teeth on the starter spur gear worn? I'm
suspecting you bought a "rebuilt" strted from place like Advance Auto vice a
new or Yota remanufactured one? If so they aren't noted for being
completely rebuilt --- perhaps it is bad.
