"It is common to hear observers about Iraq talk about the fact that current
outputs are below prewar level. But that sort of snapshot analysis doesn't
tell you very much. It's fine to observe that the megawatts currently on the
grid are about 3,800 whereas they were at 4,500 prewar, but it misses the
point. Last summer they were at 5,300. So what has happened since last
summer? And what has happened is an incessant and insidious insurgency has
repeatedly attacked the key infrastructure targets reducing outputs," Stuart
Bowen, special inspector general for Iraq reconstruction, said during
testimony before the Senate Foreign Relations Committee. "It raises the
issue, is there adequate security for the infrastructure in place? And more
specifically, are the Iraqis being empowered to protect their own
infrastructure?"
