In 1992, Congress passes a law that would have made it much more
difficult to "wash" car titles. The Anti Car Theft Act of 1992
included the creation of the National Motor Vehicle Title Information
System (NMVTIS). But largely due to efforts by State Farm and CARFax,
the system was never fully implemented. If it had, the flooded Katrina
cars now showing up on the used car market would be a much smaller
