If yours cannot be rebuilt due to lack of parts, then any similar sized and
flow rate turbo can be used, with whatever adapting modifications are
necessary. Have you enquired at the local turbo shop about having your's
rebuilt?

Yes, update the head to increase the compression from the current approx 7.8
to 9.5 or so, replace the cams with ones more suitable for a normally
aspirated engine, and change the engine management system. In other words,
completely change the engine. Its cheaper to do the above replacement turbo
route.
There's no cheap way to take the turbo off and expect the engine to run
normally.
