98 camry won't stop

My 98 camry can't stop when there is snow on the road surface--even
just a little. With speed less than 10 mile/per hour, I just can't
brake it to stop. I feel huge resistant when I brake. It like something
is pushing back. The brake works fine if there is no snow. The tires
are still in good shape. What is the possible culprit? TIA

If the brake pedal is hard, then it sound like you are losing power assist.
It could be water or ice in the vacuum lines or stuck caliper slides. Get
your brakes checked by a professional ASAP.

Does it have ABS? I know my 95 Previa does. I get longer brake times on
ice, but not badly so.

"Tires still good" --- if they are original they are 9 years old and the
rubber has hardened --- buy new ones that have a good wet/snow rating.

If the ABS is activated, you may feel a slight vibration in the brake pedal
and hear the actuator whining under the hood. Age is not necessarily a good
indicator of tire condition. Tread depth on passenger car tires usually
start somewhere around 8/32" to 10/32". If you measure current tread depth,
you can get an idea of remaining life. Less than 4/32" will begin to
decrease traction in rainy and snowy conditions, and at 2/32" or less the
tires need replacement.
