Andy Card was Chief of Staff for five and a half years. That is longer
than almost any other person in that position. White House staff are
replaced frequently by all Presidents and this one served admirably for
President Bush for a long time. GWB is loyal to his people almost to a
fault sometimes, but at least he's not like Clinton who uses people for
a quickie and discards them like trash.

I don't know anything about Andy Card except that he had a streak of
extreme loyalty, which could be good or bad depending on whether you're
on the Nimitz or on the Titanic.
