toyota starlet difficult starting

I have an 81 starlet which had been sitting sometime unused. I replaced
starter and spark plugs but it will only start after many , many
attempts. It runs very well and doesn't stall once it starts. While
attempting to start it there appears to be steam boiling out of the
carburetor, as if rainwater has accumulated in there, though I don't
see how. Any tips appreciated

If it has been sitting for a long time, the carburetor may have varnish
deposits or fuel is leaking out of the bowl.

Make sure that the choke sets properly so that the throttle plate closes off
the barrels in the carb. Check the fuel level in the sight glass on the
side of the carb.
