I can't remember who claimed that Carl Rove was the guy who leaked
information about the identity of a certain CIA agent. Can someone help me
out please?

It was a reporter named Novack(?) from (I think) the Washington Post. There
was another reporter involved too, but my recollection is that she did not
print her story, she did write a story that was not published, and
referenced Novack as her source.
Essentially, Novack went to Rove's office with a story that his information
was that the White House had sent Wilson to check out the nuke story
swirling around Niger and Iraq. Rove made a flip remark that it wasn't the
White House that had dispatched Wilson to Niger. The reporter asked, well,
who did? To which Rove made another flip remark, maybe his wife sent him.
Everybody on The Hill knows that Wilson's wife is a desk jocky over at CIA,
what some apparently did not know is that she is undercover because she
hadn't been undercover for some thing on the order of 5 years. Assuming that
she had not been undercover for 5 years, she is not an operative that needs
to be protected from being outed by way of a flip remark.
PS
I may have mis-spoke on the names of the players and the newspapers they
worked for, but the jist of the explanation is accurate.

You have it mostly correct.
Washington inner circle is a big rumor mill. When you add in the media
it is a circle of jerks, LOL.

Thank you! If I could, I'd pour you a cup of coffee. I bought premium
green (raw) coffee beans, roasted and ground them this morning, so it's
pretty tasty.

What is most important is the fact the special; prosecutor did not thing
Rove did anything for which he could be prosecuted and that is what has all
the Dims and the Dan Rathers of the world in a hissy fit. ;)

You're welcome.
Again, I'm not certain I have the right spelling on the name, or the right
newspaper, but the account is essentially correct. I felt that something
that was close to right -- even with an error -- was better than the answers
you were getting from the others. Feel free to make adjustments to the
charcters as needed ...
