The way to diagnose an electrical component is to use a volt meter to check
for voltage at the actuator or motor when you move the switch. If there is
power at the actuator or motor, then the actuator or motor may be bad so you
check the actuator or motor next. If there is no power at the
actuator/motor, then check the switch and then the circuit in between.
