The sign looks to me like it's saying there is no stopping from here
to the corner. Kerry's car (if it is indeed his) is parked in front of
the sign, where stopping isn't prohibited.

The sign with the arrow has a Nissan Something-or-other parked RIGHT in
front of it, with the arrow pointing at the Nissan's HOOD.

In the next picture, you can see the front of the Nissan or whatever, and
the rear of Kerry's van. The sign is just back out of the picture.

Take another look at the sign in realtion to the car that's parked right
in front of it, and then the next shot showing the front of the car.

This confused me at first also, but being Smarter then the Average Bear, I
figured it out in a couple of minutes...

What officer on the scene? I didn't see anything about that. I also
didn't see the ticket closely enough to prove more than that there was
something stuck under the wiper blade.
