sienna headlights will not turn off

For some reason the headlights on our 99 sienna decided they want to
stay on all of the time. The van is equipped with the
daytime-running-light system. I have downloaded the schematics from
alldata.com and techinfo.toyota.com. I have traced the problem back to
a constant ground at pin 18 of the integration relay (orange
connector). I am having a hard time figuring out what is happening from
there. I am getting a constant voltage at pin 17, as expected. I am
getting continuity from pins 19 and 16 when the light control switch is
at head position, as expected. I am starting to think it is a bad
integration relay but I am not sure.

Check for TSB's regarding Sienna headlights. I can't remember if it applies
to your model year, but I seem to recall reading about a re-designed relay.
