cold tire pressure for 2004 sienna

I have factory original michelin tires on my 2004 sienna. The manual
says 35 PSI. I checked a couple of tires with an analog gauge and it
came up with 31PSI. I always assumed they inflate tires to proper
pressure when I do oil change at dealership. Should I add more air to
bring it up to 35PSI? One of the front tires did seem slightly low when
I try to turn the wheel in a tight corner.

Yes, you should inflate the tires to at least specified tire pressure, or
preferably 3 PSI more.
