Toyota Starlet headlight

How are these supposed to be removed?

There is a rubber cover on the back on the headlight. From the manual,
it seems to imply that it should be just pulled off. Is this correct,
as the force that will be needed could tear it ?

Are you talking about a U.S. spec Starlet or somewhere else? What model
year?
