Remember, Congress implemented the War Powers Act (Actually, it was never
closed after WWII!). But with WPA in effect, the President can do whatever
he sees fit for the cause of the war.
Simply because he doesn't embrace a report is no reason for impeachment...

Well....sorta maybe. He's clung to a failed strategy for 3 years, and he's
apparently not in the mood to listen to adults who are smarter and more
experienced than he is. This attitude will lead to MORE pointless deaths.
Since the attitude signifies intent, that makes him a murderer.
