Any competent automotive shop should be able to make the repair. Flare-nut
wrenches should be used to loosen and tighten the fittings without damage.
To re-flare the tubing, the damaged part has to be cut off, preferably with
a tubing cutter, and then re-flared with a flaring tool. The problem with
cutting off the damaged tubing is that it will probably be too short to
re-connect and so you will have to replace the entire fuel line or splice in
a section of tubing which I do not recommend due to the possibility of fuel
leaks and fires.
