first check that the pump runs at turn on, then check how much pressure
there is, then check that it is rich enough to start, a whiff of carb
cleaner in the air intake will show if it is not rich enough.
It sounds like there is a lack of richness and that warming the engine (and
getting lots of neat fuel in the cylinders) by lots of cranking brings it up
to a state where it can stumble into life.
