I saw that report in the local Ottawa, Canada, paper, and wondered why it
was even printed. But it also reminds me of a joke about the Russian
economy. Goes like this ...

A survey of Russians reports two ways that they think the economy will be
fixed. One is fully within the bounds of reason and probability, and the
second is completely off the wall. The first is aliens will land and conduct
the necessary reforms. The other is that the Russians will do it themselves.
