As Tegger would point out... Google is your friend...
Go to toyota.com and look it up!
I took a gander and it appears that power locks and windows are not
standard on the CE.

They also produce a CE ($1210 cheaper than the LE) - no power windows, power
locks optional.

I don't know about U.S. models, but CE's in Canada can be had with power
windows (since the 2004 model). My father's '04 CE and my brother's '05
CE both have power windows.

Your response suggested that they didn't exist!

This was from www.toyota.com
All the trim levels in New Zealand come with front power windows at least
(we have GL, GLX and TS models)

That would be your interpretation. I -said- no such thing. Body
accessories are sold in groups, IE, central locking, electric windows,
electric seats are a "group." This is how the factory builds an upgrade
model. When you want to buy a cheaper model but with one feature found in
the upgrade model, you have to order the car or have the dealer install that
specific kit. What makes up a "group" varies a bit from region to region.

So what you ACTUALLY said was 'They are in an LE'
To me (and probably others) by answering the question with 'It's called an
LE' sounds like you're saying the CE doesn't exist.

My shorthand gets the better of me on occasion. Knowing this is why I often
describe engine systems and sensors by their name rather than their alphabet
acronym. (ie, ThrottlePositionSensor ... instead of just TPS).
