Check your Maintenance Guide...
The '97 and '98 maintenance guides say that a timing belt replacement
is ONLY required in cases of "Special Operating Conditions",
and they are defined as:
Special Operating Conditions:
1. Towing a trailer or using a camper or cartop
carrier.
2. Repeated short trips of less than five
miles in temperatures below freezing.
3. Extensive idling or low-speed driving for
long distances as in heavy commercial
use, such as delivery, taxi, or patrol car.
4. Operating on rough, muddy, or saltcovered
roads.
5. Operating on unpaved or dusty roads.
Therefore, under conditions not like the above, you shouldn't need
to change your timing belt, according to Toyota.
I can't access a '96 Maintenance Guide on Toyota's web site but
I would think it would be similar to the above.
