Can anyone provide the number or other means of finding this bulletin,
please? Thanks.

Could you or anyone post the bulletin mentioned, or how to obtain it? I
want to be able to drive with my lights off if I feel like it (which I do).

This subject was the source of much flaming and name calling a few
months ago. You are unlikely to get an answer from here but a search
of Google Groups will probably have what you are looking for.
