Automakers produce factory service manuals for each model and model year,
while Chilton, Haynes, Motor, etc. manuals are much more generic. Factory
service manuals are written for dealer technicians and go into much more
detail than the generic ones. The aftermarket service publications have to
purchase the information from the factory and I suspect the reason they
don't cover every model year is simple economics - they don't want to invest
thousands of dollars in factory service manuals for every make and car made
every year, especially if the differences are minor or cosmetic.
To answer your question, if the body style, engine, and transmission for a
'94 and '95 Tercel are the same, then the Chilton or Haynes manual should
cover the majority of repairs for your car.
