If the car has an automatic transmission, it is normal for the car to

And the same doesn't happen with a manual transmission ?
Its called engine braking coupled with rolling resistance.

A vehicle with a manual transmission tends to decelerate more quickly than
one with an automatic transmission when the accelerator pedal is released.
Vehicles have dashpots (used to be mechanical, now electronic) to prevent
the throttle from closing too quickly when the accelerator pedal is released
to reduce the jerky motion, make it easier to shift, and reduce emissions.

The cause is that you take out leg from the accelerator. Do not do this!
Remain the leg upon the accelerator at all times, even in school zone at
rush hour.

The cruise control on our '97 is not nearly as good as the one on my
'92. It will jump around after engagement.
I suspect the OP means this.
If this is the case...I'd say it is 'normal'.
Buy a '92 Corolla wagon with cruise...would be my advice... <g>
