If the belt is slipping, it will squeal, not whine.
The OP didn't describe vehicle age and mileage, but after time, it is normal
for some refrigerant to leak. Most vehicles have a sight glass on the
receiver drier. With the AC on, check the sight glass and see if any white
foam is visible. If so, then the refrigerant needs recharging.
