quite possibly, there are two 'push pins' on the sides of the third brake
light shroud. Push the centers in and then pull the whole pin out; this
should loosen the shroud. Remove it and the bulb and holder should be
plainly visible.
The other way Toyota installed these was to clip them in. Open the trunk
and look up at the package shelf from the bottom. There should be three
plastic tabs underneath, two that look like hooks (don't mess with these,
they'll break!!!) and a clip. Push the clip to free it, push up and the
shroud should be free.

I read the owner's F manual.... no help seemed to be wqritten by some
Asian's types..... couldn't understand it
Then I called my local Toyota dealer like I was told to do and I got a
great service tech. and he said to reach on each side of the 'shroud'
(or plain language the cover of the whole mess inside the car and
press hard inward near the glass. I did nothing happened. Then, I went
and got a trusty 'case' knife or butter knife (no sharp edges) and
jiggled it around on the driver's side near the rear glass and it kind
of popped up and there was the light holder. Turned and twisted the
light fixture out, replaced the bulb and everything is fine.

Great that you solved your problem. When that brakelight problem happened to
me, I did RTFM, finally, and did find the answer. Guess they had better
translators for the 99 Camry.
