Well... Bush is hardly the only culprit in that game. Politicians on
both sides routinely avoid the unsexy projects like levee's. Then
there's the Oil Companies and their anti-global warming propaganda,
coupled with most American's typical tunnel vision when it comes to
their SUV's and McMansions.

So, I suppose everyone who turned a lever in 2004 shares some of the
blame.
