I lurk on the Edmunds sienna prices paid and buying experiences DB. And
someone there is claiming to be able to enable non-DRL vehicles to have
DRL's.
I have 'em on my Camry, but would like to have them without having to
pay for them on a Sienna. Anyone know if this can be done as claimed
and how? And if it can be done on any other toyo models?

There are kits available from a lot of places to turn your lights into
DRL's
You can also wire up relays to do it, but the procedure is beyond the
scope of this NG.
Try Google and see what comes up. It is fairly simple but tough to
describe.

The DRL ECU may also be used for the "Twilight Sentinel" function, so may
be present even in vehicles not nominally equipped with DRLs.

If you're depending on DRLs to keep you safe you have worse problems
than DRLs will fix.

Have you bothered to tour a late model auto dismantler's yard to count the
number of DRL equipped cars that found there way there? According to you,
they shouldn't be there. But of 7 late model Jettas I looked (needed a
couple of interior parts), 4 were there due to front end collisions.
