RAV4 keyless entry question

Hey everybody, please forgive my ignorance. A friend of mine recently
purchased a 2002 Rav which didn't come with the keyless entry fobs. The
seller gave her two at no charge that needed to be programmed. She went
to the Toyota dealer and was told that it would be a few hundred
dollars to program them.
I have programmed keyless entry fobs on my ford f-150 through a series
of steps (turn the igintion key on and off, press this, spin around
three times, yell shazaam, etc) and it was ready to go.
What is the procedure for the Rav4 that would make programming them so
expensive?
