I have have the same problem. Have had first wheels balanced 3 times.
Have 2 wheel alignments. Then bought 4 new wheels and tires. No
help.
Now waiting on new steering rod end to see if this helps. May be that
no
one around here knows about the difference between balancing "lug
centric" wheels as opposed to "hub centric" wheels. It matters. May
be shitty tires (out of round). I don't know what the problem is yet.

My 99 had a bad shake and I went through Hub balancing/tires/brake and found
out I had a bad steering rack. They replaced it (under warranty of course)
and I had no further issues.
