Question Fan blows but AC & Heat does not work

I have a 1987 Cressida that just won't quit! My grandfather bought it new and I have tried to take good care of it. Everything works great except the AC and heater refuses to work. The blower sends air out at all speeds but the AC and heater are not functioning.
I haven't been able to solve this problem for over a year now and it's getting to be pretty frustrating. I have replaced the thermastat and checked all the fuses.
About 4 months ago the heater kicked on for about fifteen minutes and then shut off again.
Can anyone help me or do I have an X-File?

the hvac system on that generation is electronically controlled but vacuum operated. I'd bet money you have a vacuum hose (or more than one) missing or mis-routed behind the dash or (hopefully) disconnected in the engine bay.

in the engine bay, the lines are mainly in the right (pass side) fender seen here:

unfortunately, my controls worked great so I never had the need to tear apart the dash to fix them. your best bet there would be to watch ebay for a MX73 factory service manual (big green book). do not get the one by haynes/chiltons, it's crap. get the one from toyota.

I checked the archives and found a diagram you had kindly left for someone else and followed the HVAC system around the engine and was embarrassed and pleased to find that some wires were not completely connected and so I gave them a push.
The car is back in tiptop shape thanks to your kind help and advice.
