Help Tercel running too rich !!!!!

Hello& HELP ME !!!!!
I own a '92 Tercel, ihave 15K on new engine, its a 1.5 litre stick. The problem I'm having is that shes running too rich !!!! Poor gas economy and my rear bumper is covered w/ soot !!!
I can put my hand over the stock exhaust and feel wetness,the liquid smells like gas !!! I did a tune up thinking that would help, no way,it did not. When I plug in the throttle sensor the engine revs up and down( idle pulsates). I have no clue with what to do ????? Any help out there would be highly appreciated. Thanks !!!!!!!!!!!!!!!!
