leaky injector? loose throttle plate/cable? have you pulled codes?

Did you try spraying some carb cleaner around the intake and vaccum lines if the idle changes while doing this look in that location and you will find the vaccum leak. if there is no change then you have another problem.
TPS=throttle position sensor, MAP =mass air pressure they are sensors that give the ecu +engine control unit information so it can keep the engine running properly.
What does tps and map mean. Are the codes that you are talking about have to do with a onboard computer?
TPS = Throttle position sensor.
MAP = Manifold absolute pressure. (I think)

Modification: Changing something to what you thought it should have been from the start!
I think I have it fixed now it was a fuse under the dash that was making the power not get to the fan relay. When I found the fuse and replaced it the fan started coming on all by itself and the idle stabilized. But I still think that it is to high. Does anybody know what the correct idle rpm's on a 83 tercel are?
wow that was weird, who would have thunk it. I believe it should be between 600-800rpms. now that y ou have it fixed you may have to mess with the air fuel ratio on top of the throttle body.
It would help, but I just changed it till the rpms dropped to where I wanted them then road tested, check your timming as well make sure it is set right.
