assist kick panel?

hey guys. i picked up a 93 paseo for a beater while my GTi is undergoing a major transformation. its a great car except the AC isnt working. the compressor isn't getting power. the fuse box under the steering wheel says that the AC fuses are in the 'Assist Kick Panel". where the hell is that? i know its not the box under the hood so where is it? i'm really lost here. thanks for the help.

either its on the right hand side by the battery or inside under the left side of the steering wheel

Nope, a/c fuses are on passenger side above a relay where you can't easliy see them. Take the glove compartment off.
