How have you checked for leaks? did you pressurize the piping with the car off while reading a pressure guage?

another way to check for leaks is to get some soapy water and pray in those areas make sure the car is cold before doing this never want to spray cold water on a hot motor.also if you want get some hose and put it to your ear and the other end to areas capable of leaking air to find your problem.

This is going to only show vaccume leaks. Leaks that only surface under pressure won't show up. If you want to use soapy water then do it after you have pressurized the entire system to at least 15psi with the car off. If it bleeds off extremely slow then it is fine, if it doesn't then you will hear the air leak and be able to spray the vaccume or coupler leak with soapy water to make 100% sure.

Steathascope won't help you under boost while rolling down the road. Sounds like he has a boost leak somewhere in the piping or vaccume lines. It may not be visible, and it may not even leak till it hits 3, 4, 5 or even more psi. Also just because your boost guage says your hitting full boost doesn't mean you really are. Most turbo setups do not use the turbo nipple to supply the wastegate a vaccume/pressure source. Most source it from the intake manifold or something post turbo. If this is the case the car can have a leak after the turbo and read (intended example) 9psi. In reality the turbo is having to produce (ie) 30psi to push enough air past the leak and enough pressure to still read that. This will kill a turbo and cause excessive heat normally and can lead to predetonation and blown head gasket or possible catastrophic lower engine failure.
