Question about tercel 92 seat belt!!! PLease help..life in danger

Hi,
I have a toyota tercel 92 2-door, and I noticed that the seatbelt is not working.
I mean, I can fasten the seatbelt, but it doesn't seem to lock when I pull the belt fast or when I brake. I never had an accident, so I don't really know if it is working.
How is it supposed to work? Is normal that the belt still runs when I pull it fast or when I break abruptly?
Please, send me your feedback.

your seatbelt works like an accelerometer
when you break hard (like in an accident)
there is a tiny lever (on the reel inside where the actual belt comes from) that swings out and prevents the seatbelt from slackening (is that a word) this is what prevents you from going

foreward in an accident
fasten your seatbelt and try and move foreward really fast
if it doesn't let you move foreward its working
at least i think it is
but don't quote me
i'm not a mechanic
take it to a mechanic and ask them if it's safe
if it is not safe, GET A NEW ONE ( it's not something you want to be cheap about, unless of coarse you don't mind deat)

Some seatbelts are what's called "emergency" sensitive. If you pull the belt very quickly it will lock.

Other's are "vehicle" sensitive. This means that there has to be an abrupt impact experienced by the car, a rapid pull on the webbing alone will not lock the retractor.

Some seatbelts have both. Seatbelts without "emergency" locking are inferior, but in an accident the fast pulling of the belt will occur simultaneously with a smack.

So the test to perform is: As you are rapidly pulling the webbing of the belt, give the inside of the B-pillar a big smack where the seatbelt's retractor mechanism is located . You'll have to hit it in the right place, so try a few different places around where the retractor is. If you never succeed in getting it to lock up you should get a new belt.
