Passenger side Air Bag install

Is there an easy way to get at the two front facing nuts that hold the passenger side air bag into the dash on a 1997 Tercel? I drilled them out to remove the deployed air bag, but now I need to bolt up the new one. It looks like all the under dash stuff is in the way on the passenger side.

I don't remember having ever done one on a Tercel, but your manual shows that the dashboard has to be removed.
