No Start Problem

I won a 1999 Toyota Tercel and every once in a while when I start my car, it continuously turns over without starting. It seems like its fuel related. I have replaced the fuel pump and also 1 efi relay but i it still happens ince every 30 starts or so. Can anybody help?

Its not an automatic and the starter engages but the engine doesnt actually start. I think its not getting fuel but I replaced the obvious components (fuel pump and relay) but it didnt fix it. Any other ideas?

What makes you think is it fuel related, does this occur on both hot and cold starts?

It never happens when i start it in the morning (cold) so I guees it happens only in hot starts or if its a really hot day it wont start either. Something to do with temperature. I must be a bad connection somewhere but I dont know where.
