Front Wheel Problem

Hello All

I have noticed a dragging feeling during acceleration. Like the emergency brake is stightly on.
Put it up on the rack and quickly discovered the heat shields behind the brakes are seizing the brake discs. They are in such a state of rust down they are keeping the front wheels from rotating. I pried them of the discs some to atleast to get the wheel to rotate with some clearance. Can I cut these things off or do I need to replace the assembly.
