You can put a full roof rack (thule, yakima...) on a hard tonneau just like a full camper cap. You'll need a set of the "fake gutter" cleats that are bolted onto the cap.
I wouldn't normally recommend adding this sort of thing yourself as you don't know what kind of reinforcement the covers that come with racks have... but surf boards don't weigh anything. A cap dealer should be able to hook you up with the necessary hardware.
The way it works on my camper cap is two metal cleats are bolted through the cap roof to the cap. Then, a thule gutter type foot fits over the cleat and clamps under it, just like it would on a vintage volvo or another car that actually had gutters.
