Did you check yer fuses...in particular the 10A Gauges fuse?

If the fuses check good...you'll need to check fer power to the dimmer switch before and after.

If you have physically and electrically checked the fuse, then pull the plug that goes to the dimmer. Use yer multimeter on the plug one wire at a time. Put the other probe to ground. You should see 12V on one of the wires. I'd look it up on my electrical wiring diagram but I'm in the middle of redoing my air ducting.

If you don't see 12V...you'll need to check those fuses again.

okay, so i do have full power to the dimmer switch, i checked the resistance while rotating the knob, and it read a constant 18M-ohms so i think it's safe to say i need a new dimmer switch. is this correct?

Yup...

You should be able to use one from a 4Runner as well...

Looking up the part on www.toyodiy.com the part number is 84119-32090.

Looking up that part number on www.toyotapartsales.com I came up with this...and you can see what vehicle you can git the same dimmer rheostat from (parts yard near you).

Yer best bet is to just raid a local parts yard. You could probably walk out of there fer less than $10 fer that part.

I listed all the other vehicles so you know which ones to raid...

Not likely. The dimmer rheostat rarely fails.

You say "My dashboard lights dont light up when i turn on my headlights"
but how about the back lights for the radio and HVAC controls, etc, do they work?
If so, probably not the dimmer rheostat. If it's confined to the gauge cluster it's more likely a bad ground to it. Just something to check out.
