4WD Fuse???

Ok, I was doing some wiring today. I bought one of the add a fuse blade thing to add a fuse for my garmin GPS to be hard wired. I was going to just tap off the cig. lighter but I can't get to those wire very easy. So I bought the add a fuse thing. I found the power outlet fuse and pushed this thing in there and I thought all was well, but then I noticed that my outlets don't go out when I switch of the ignition anymore.

WTF. I was very confused at this point. So the power to 12v outlets is always on at the fuse panel but switched by the time it gets to the actual outlets. That is all I could figure out.

So, sent I had to come up with plan B and my truck was in a million pieces I started looking at the other fuses in that panel. That's when I came across a 20 amp 4WD fuse. I have a pre-runner so more confusion. Well I used the add a fuse on this thing and it worked fine. When I shut off the truck the connection lost power.

So what exactly is the 20 Amp fuse. Is it just there because or have a done something wrong by using this one??

4WD Fuse 20A is switched on the IG1 circuit (truck on), same as a few others. Only goes directly to the 4wd ECU, so probably no problem using it.

And the cig lighter sockets are switched by the ACC relay, when the key is in the ACC position. This is why people did the always on mod, to bypass the ACC relay to the cig outlets.
