Understanding Production VIN #'s

How do you decipher the production vin numbers? When your reading a TSB and the TSB refers to vehicles produced BEFORE the production change effective VINs shown below. Do you only go by the last 6 digits? So anything before 144240??

The vehicle sequence number is 14420, so yes. To decode the your VIN go to the link below:
