Is the fan always on?

I press the "off" button in the highlander to turn off the air but then I feel a slight breeze come through the vents. I can change the location of the vents but something is always coming through.

Is the vehicle designed this way? Or has my blower motor gone bad?

If the vehicle is moving, you WILL have slight air pressure through vents. That's why I seldom run blower. I simply set vents to where I want them and let oncoming air flow do the rest. If you want more of passive ventilation, crack window open some on the pass side. It works as suction then and air flows out vents quite well.

Try set the recirculation and see if the wind goes away

Yeah except that it's not advised to drive with Recirc on for extended time. I forgot the big reason behind that though.
