2017 highlander hybrid towing capacity

I have read online that the regular 2017 hybrid highlander with the v6 engine has the same horse power as the hybrid V6 highlander. I read that the towing capacity for the regular gas version highlander can tow 5000 lbs. For some reason the hybrid highlander with the same engine and also have the additional motor as a hybrid can only tow 3500lbs. Trying to understand why it should be less and if there is any way to reverse this so the hybrid can tow 5000 lbs. I am thinking of getting a boat and 3500 may not cut it.
I like the idea of getting a hybrid for the extra mileage - we do a lot of driving on trips.
Anyone understand why the hybrids get less towing capacity?

It's not same engine. Engine is downgraded on horse power because of the electric motor.
Also, there is no mechanical connection between engine and transmission, so to speak. It is all done via motor generator this is why they had to water down towing capacity. You can fry MG.
Final answer is - don't.
